This narrative finds support in the government’s position, which critiques the execution of the investigation and McGrail’s honesty. The government’s narrative paints McGrail as someone whose career had been severely tarnished by unprofessionalism and dishonesty, and who lost the confidence of both the Government and the Governor after a series of lies and bad policing decisions. It justifies any pressures McGrail might have received by his unsustainable position at the helm of the police force, which was generating profound diplomatic and reputational problems for Gibraltar. The intersection of these two positions puts forward that Operation Delhi was less about justice and more about commercial interests, pushing a baseless conspiracy to influence a police commissioner that was both incompetent and dishonest.
Conversely, the version from the Police presents a different scenario. They contend that James Levy and the original Operation Delhi defendants were not just in a corporate rivalry, but were actively conspiring to defraud the Bland Group.
